Default Tach signal wire

should the tach signal wire's voltage change as the engine speed varies? i'm having a problem with my tach not working like it should. i checked the voltage at the tach signal wire (at the driver's side harness, light blue wire) and it stays constant around 12-13 volts even when the engine speed changes.

tach signal is a waveform not a voltage.
all though checking it with a volt meter should appear like the voltage changes with RPM.
I don't think the tach line should ever have 12V on it...
