Default tach reads to high

What would cause the stock tach to read about 1k to high? I know they are off, but that is quite a bit off in my opinion. Can any help. It is an EX tach in an EG, CX to be exact.

at what rpm does it read off? idle or redline?
at redline it could be feasible
