Default studder step

Can anyone help with this one?? I have a 91 civic dx 1.5... no mods just stock. When the cold weather hits the car hesitates and studders until i drive it about 15 minutes. Anu suggestions? (ie fuel pump, bad sensor, etc..???)

Do you let the car warm up at all or just get in and go?

Sounds like maybe cold idle valve or possibly the o2 sensor heater isn't working or getting voltage assuming you have a 4 wire o2.
