no. one of these bolt . got stuck to the inner nut/bolt
and they spin together. and it's really hard to turn inner/outer bolts..
and the outer bolt won't lock

The flathead is a bolt, and the "outer bolt" is a nut. Are you saying that the nut it stuck on the bolt and you can't turn the two separately? Then unscrew the bolt/nut and get a new one.

If the nut is stuck on the flathead, then just use a screwdriver to get the flathead out. The nut will come off with it (it's stuck to it).
i managed to get the nut off the flathead screw..
i want to get the screw part off so turned it counter clock wise and when it gets to the point .. it stops turning..

you can't back it out thru the rocker, turn clockwise, but then you'll bottom out on the cam.........pull rocker assembly
