Default Strange noise from drivers rear

My buddy has a 2000 ex and the other day we noticed that after shutting the car off there was a weird noise that came about from the driverside rear tire. Its hard to explain the sound but it was like a 6 second "eeeeeeeeeeee" and then went away. It keeps doing it evey 30 sec. to 1 min. The car starts fine and drives fine like it always has. It does it even when the car is off and has been off for a while. Now what i am thinking is, may it be the fuel pump? Is that where the fuel pump is located? And why now and whats wrong with it or is it completely something different. Anyone encounter that problem before.

Fuel pump came to mind, too.
Also, what do you mean it keeps doing it every 30 seconds to 1 minute? Do you mean when it's on or off?

Part of the EVAP system is supposed to vent gas tank pressure once in awhile when the engine's turned off. It vents thru the charcoal canister, which is located under the left-rear seat in my '98 Accord. But mine doesn't make noise...
