STR Throttle body fix????

i have a 70 MM throttle body on my JDM GSR motor. This thing always sticks..around .4-.8% throttle with my foot off the gas at idle.
This in turn makes my idle stick around 1300-1900 rpm with my foot off the gas.
I cleaned the throttle butterfly with brake cleaner and lubricated the return spring.
Still sticking at idle. Anyone know a decent fix for this?? It is too expletive anoying at idle.
I have to turn the throttle cable linkage with my hand to make the rpms down.
Also I tried turning down the idle on the idle air control valve....still idles between 1300-1900

Replace the throttle cable and do not lube it! or...
When you lube the return spring lube the shaft that goes thru the TB too.
I remove the air intake tube and with a micro oiler I lube the shaft from the inside too. This usually will last a few weeks then you have to relube it.
Or try adjusting the cable so you have a little more play at closed throttle.
My TB is just old and the H dealer wants 485.00 for it. I have been experimenting on what works, and what lasts for a while now. I know it's not an str but the workings are the same.
