Default Steering Wheel Install Problems

My buddy just installed a CTR steering wheel onto his 97 civic lx. The problem is that he didn't leave enough play on the cable/wire that connects to the airbag and as soon as he turned right, it broke. His SRS light is on and his horn doesn't work anymore. I looked at it and it doesn't look like you can just splice it back together since I've never seen any cable/wire like this before. Any thoughts on how to fix this would be appreciated. (He seems more interested getting his horn to work more so than the airbag) Thanks guys.

You gotta replace the cable reel.
Its expensive. Try junkyard first.
