Default Steering clunk

I am trying to diagnose a steering clunk and any help would be appreciated.

When stopped, turning the wheel doesn't seam to cause it but changing direction does. More so switching directions back tot he right.

I had the car jacked up and tried wiggling the wheels and turning lock to lock and couldn't replicate the noise or really feel any play in the tie rods by wiggling the wheels.
Any better way to check?
How can I tell if it is the rack?

You'll want to wiggle the steering wheel while the car's on the ground. You check the tie rod ends and if there's no play there, it has to be from the rack.
