spot weld remover
yes, that is a spot-weld removal tool. I bought one for like 16 dollars at a local paint store (automotive paint store that is). The bits are two-sided and work well as long as they don't get caught up. Replacement bits are roughly 16 dollars for three. One should be all you need to remove the rad support. This tool is well worth it's weight in gold. It works awesome.

drilling them out is not the best way to go about it. I drilled out my steering colum support, and then took an air chisel to seperate the two pieces. I would most definitely use the spot weld remover if I had one available.

I ditto the comments above. That tool won't tear the snot out of the two plies of steel so that when you reweld in a new part things aren't distorted as heck. I like to only drill thru one ply, and have the hole in the material that stays behind. The new part has no holes so then I just TIG in the hole to put a replacement sheet metal part in..... thats for body repairs.
