Rust damage, how to repair?

Its about time i get going on the never-stopping rust eating through the fender edge of my rear quarter panel. What procedure should i take to eliminate it and put back to shape? The patch is about 3"x3" and it has eaten the inner lip if the fender well and some is eaten into the actual panel section and bubbling under the paint.
i was thinking to grind and use chemical to remove rust and bondo to remold but i really dont know much on body work so some professional help would be excellent on the procedures and things to use.

i third that, the quarter panel rust drove my nuts...i kept grinding and putting that rust eater crap and re-painting.
it kept comming back, had to cut and weld a new piece in.

Rust eater, binder, sealer etc - its all crap so dont even bother with it. if welding in a new pannel is out of the question the best way to get rid of it is with serious abbrasion. Sanding by hand and wire wheels are just about usless for metal that is pitted to rotten.
Sand blasting does the job best but can warp the pannle if you hold the jet on one spot for too long. It does however get-the-job-done. I suggest picking up a few auto body repair guides availble at auto supply stores and books stores (barnes and noble, boarders) Hanes has an alright manual with good pictures.
There are a few important crucial steps when dealing with bare metal that must be followed if you want the paint to bond good. The bare metal must be cleaned with fresh solvent and covered with a quality primer ASAP after sanding to bare metal. Paint or a primer sealer to follow asap also (regulare primer is porus and will alow moisture to permiate to the metal). And do all of this on a dry day if you dont have the benefit of a enviromentaly controlled work space- if its hot and humid out forget it.
Its a little ghetto but if you want to replace a section of that quarter pannel and you dont want to do it with a 5 lbs slab of bondo and you dont want to weld it in; repair the rust, paint and prep the deficit area, cut the needed section of pannel out of a donnor car- slightly larger than needed, prep all the exposed metal from that peice and epoxie the donnor pannel to the inside of the deficit pannel and primer everything. blend it in as best as possible with bondo, paint. Its ghetto engineering at its best but it saves usuing excessive amounts of filler to recreate a secton of unibody.

anyone please? i dont have access to a sand blaster nor any experience to follow. i jmust wanna sand the hell out of it and use some rust killer solvent but i dont know which will work best...
