Default Rebuilt Title

I am looking to buy a Honda Civic EK. I found a '98 model with 88k miles for pretty cheap ($2800), only problem is it has a rebuilt title. Now, the guy's a mechanic at a pretty large Toyota dealership around where I live and he said the title was from when someone had stolen his wheels and coilovers. The insurance company valued these things at more than the car itself, so they gave him a reconstruction/rebuild title. Does this sound right? He also told me he has 2 kids and that he wouldn't drive them around in it if he didn't trust the car. Now I'd like to believe all that, but you just don't know these days. What do you guys think? Should this be a no-go?

You can salvage a car in Ohio for lots of reasons. If the insurance company pays mire than 60-80 % of book value they make you salvage it. Then you can buy it back for x amount of money they tell you the price. My 9000$ Volvo was 1400 to but back an it drove the rear door was hit and side air bag went off $75.00 to replace. To have plates it then has to have a state inspection. Pass safety check and make sure there are no stollen parts. Heck my cx beater has a rebuilt salvage title. Drive it have another shop check it out and it should be worth 10-15% less with the branded title.
