Replace your sensor on the back of the block. Does your car heat up ? If not change your thermostat.

How cold is it outside and did you hold the at 2500 RPM to help it heat up. Also leave the heater blower fan in the off position while leaving the heat control to hot. This allows any trapped air in the heater core to be purged. I have had to wait 20 minutes for the fan to come on but I had left the heater blower motor on an at idle thats enough to keep the temperature low enough for the fan not to come on.

15 minutes of idling may not be enough to make the fan come on. Especially if it is fairly cool outside. As long as the car is not overheating as a result, this is nothing to worry about.
