Default Question on the idle adjustment

I cleaned the throttle body on a D16Y8 engine, changed the seal, and I tried to adjust the idle but it's too high. Even when the screw is completely in, it's at 1000 RPM. If I turn the other way it goes higher. Any idea what may be wrong?

Vacuum leak. Check all the vacuum hoses and the throttlebody gasket. Spray carb cleaner arounf the TB and intake vacuum hoses the idle will change when you spray the leaking hose or gasket.
