Default Problem with Engine

I recently put a 97 LS Motor in my 99 Honda Civic Ex coupe. The car was a automatic at first now its a manaul transmission. The problem is the car won't crank or turn over its like its needs more power or so. I dont know what to do. I swap out the ECU with the 97 & 99 LS Manual ECU. I cant figure it out can anybody help me.

are you getting air fuel and spark? is your timming set correctly?

The car won't crank? Or the car cranks but won't start? Did you use a manual starter or an automatic?
