P28 ECU noise?

P28 ECU noise?
stock D16Z6 minus bolt ons.

Blew my Y7 LX/VTEC so I swapped in a Z6 longblock. Longblock was bare so I switched over the Z6 dist, IM/TB, and Y7 alternator. Car is a 96 Civic DX with a Boomslang harness and stock P28. Battery fully charged.
Finished up the swap tonight and turned the key over to ACC (blower off, no lights on, no radio) and the ECU made a noise sounding like a knock, or when something is hitting the blade of a fan. I didn't turn the engine over as I don't want to mess the ECU up (if its not already screwed). Any ideas where to start?
