Default Overheating Problem

I have a b16 in a 93 civic, completely stock, i wired the fan up so that it would run all the time, but my car still overheats when i get on the interstate, the weird thing is that my temp gauge doesn't even show that it is hot, but when i popped my hood alot of my water had done boiled out. i haven't replaced anything yet, just looking for some help

make sure the fan if mounted stock pulls air in towards the engine not away from it?? basically make sure the polarity is correct.
