Default over heating problem

its a fresh motor 0 miles, motor idles fine and then about 10 to 15 mins the overflow tank starts over flowing and bubbling radiators smokin a little, fans on, no leaks,ect.. and the temp gauge is all over the place, when i give it some gas the temp gauge shoots right up to hot and then back down to the middle like a damn tach this ***** wierd. i took the the thermostat out to see if it would over heat and it did the same thing. what im wondering is would my downpipe cause this if its to close to my radiator. heres some pics and tell me if you think its to close. it is touching the radiator but very little at the bottom . i was thinking of wrapping the DP but would that be enough. also i was running just water no antifreeze

Is the cooling system fully bled? If you have air pockets in the coolant it will cause the temp gauges to go nuts.
