Default Obd2 and state inspection ??? NJ

Iam working on a friends 2000 Civic ex .he needs to go thru state inspection but the inspection machine that the state has keeps saying obd2 not ready ??? I have never heard of this other than it loseing power to the port. anyone come acrossed this before ?? if so can someone point me in the right direction so I can help him out and fix it for him. Thank you in advance for any help you can give me.

every emission control system (8) is monitored, each system has its own readiness codes...readiness codes can either be ready/complete or not ready/not complete. Depending on your state you must have x number of readiness codes complete as one of the requirements to pass the test. Keep driving the car until most of them are ready. Do no reset the pcm or the battery as it will reset all the monitors.
