OBD0 b16 Code help

My buddy has an obd0 b16 in his 1990 integra and it throws 2 codes (blinking LED on ECU). The first is code 9, I cant seem to find anything pertaining to a code 9 so if anyone could help me with that it would be appreciated. The other is code 23 which to my understanding is for the Knock Sensor, im not sure if he has wired it up as its an LS teg so ill have to check that but wanted to make sure its the right code first.
Also he seems to be having a temperature problem as the needle never goes above 1/4 way on the gauge. Is this normal for DA tegs or is it most likely a gauge or sensor problem?

I GOT CODE 23 (KNOCK) car is running fine its not in limp mode but what kind of special wire do i need ???
also i got CODE 17 VSS speed sensor no idea which one to look for since it showing 2 front 2 rear

vss is on top of the tranny near the firewall. as far as the special wire mentioned above i believe he just means you need to use shielded wire so as to prevent "noise" from entering the signal

But I replaced and wire are good
I just find out that oxygen sensor go on cat back it's not connected last owner cut the wire
IDK if that make the the knock sensor show on the ecu or
I will have too replace the ecu
On the way people tell me probably I will have too replace.
