Default No Start

Well, I'm once again plagued by the curse of Y-49 (yellow CRX).

Here's my problem. The car will start for a few seconds, then die whether I give it gas or not. It was idling rough before but at least it ran. I was thinking the IACV, and I was getting a code 14 earlier (IACV), but if this was the problem shouldn't the car run after I give it gas?? The fule pump is new, tested the main relay... what else should I do?? I noticed I had a loose wire on my converter harness... But I fixed that and it was no help! I'm at my wit's end here... help anyone??

Just so you know I have an 89 CRX Si witha 96' D16Y8 running off a P28 ECU.

Does this look right? This is how his cam looks at TDC, could it have skipped a notch? The belt is tight.
