is the car wired properly? does the motor sound fine? is the throttle body open up all the way ? are spark plug wires in all the way? any check engine codes?
my first recommendation is to check all the vacum hoses, check for anything in the intake manifold. then move onto the distributor and check the resistance values.

omg!! air blows out!! thats the funniest **** ive heard all day. sorry. im kinda drunk. sounds like the cam timing is waaaay off. think about it. the exhaust valves open, and the pistons go up, when they should go down, hence blowing air out of the manifold instead of sucking it in. the timing is NOT right. just think about it. youll get it.
