Need help with fuel pump issue

Ok fisrt off i got my car started last week with another fuel pump (bought used) , went to go back couple days later nothing..
Fuel pump isnt priming
Main relay clicks..(replaced 4c with my spares)
Fuses are good
Grounds are good
Swaped from p75-p72 same issue
Battery has 12.57v
Tested the plug at fuel pump (connected and disconnected )and main relay shows no reading

The PGM-FI Main Relay, "Click" a total of 4 times,, when you turn on the ign. there will be 2 clicks, first is the injector relay, second is the fuel pump relay, the clicks are very close together and hard to tell apart, the third click is the fuel pump relay turning off [after priming for a few sec.] the forth click is the fuel pump relay turning back on when engine starts.
There are 3 fuses for the PGM-FI Main Relay, easy to test for, unplug the relay and test for power, there is one 12V constant, [hot at all times] turn ign. to run and there is a second power, [hot in run and start], turn ign to start and there is the third power, hot only when cranking, the first two are needed for fuel pump operation.
FYI problems with the PGM-FI Main Relay itself are very common, [cold solder connections] but easly fixed. 94

I yesterday i got my fp jump off the 12v acceosery slot at the fuse box (underdash) and fired up, so then i decided to hook up my radiator fan to another slot too and it shorted something out.. All i get now is one click from the starter and cluster lights up, main relay clicks, fp primes but no start up..
I check and swap ecu's, main relay, check fuses all look good..
Last thing i can do is jus take out the cabin harness swap to my RHD harness
