Default need help bad -

here's the situation....driving normal but a slight rain. all of a sudden everytime i press on the gas i hear some sort of wind....sounds like a leak. i checked my cai filter and it's still there and not wet, no hole in my intake pipe. the car is really sluggish and has no power what so ever. i have no vtec. oil is fine. what could be the problem?
