Need help on B18A1 trouble shoot

Car: EG 93 civic hatch, Motor: B18A1 LS with GSR transmission.
Ive had 4 LS motors like this so far in the car and none have ran right, throughout the whole lot of them none of the parts have eben handed down to the next, but each have similar problems which include: Rough idle (cold: 300-1300RPM; warm: 400-900RPM; normal temp: 500-800RPM) Hesitation on low RPM Take offs (seems to be an onswitch that tells the car to go at about 1800RPM) Sometimes sputters and stalls out when first starting, sometimes Stalls out after pressing the clutch to stop at a redlight, steady light throttle seems to pulse the RPMs. It has other smaller problems but these are the ones im trying to figure out. Ive done the following to 100% of my knowledge but might need to try again if you think so: Timing belt timed with Skunk2 adjustable cam gears to normal OEM setting; MSD-6AL ignition with blaster coil and MSD cap, Ractive 9mm Plugwires, NGK V-Power plugs, Field Boxer series SFC (on bypass mode during troubleshoot) ignition timing set to 0% (not advanced or retarded) Adjusted the Valves (Intake: .005, Exhaust: .006) and cant seem to find anything that even stabilizes the problem slightly. Anything to check or if you know how to fix this please let me know. If you need more info or any ?'s Ill be glad to supply what i can thanks much. check the voltage on the tps also check your iacv i'm not sure if this will fix your problem its kinda hard to not be there and see the problem..good luck

Thanks for the info. I re-checked the TPS and the IAC as well as the FIC and MAP. They all check out fine but problem persists though. Its becoming more headache than its worth
Someone else recommended cleaning the throttle body and resealing it after. I tried that and it definitly helped a little but still isnt right. Gonna try Brand new TB and hope it takes care of it. Still if anything else to check in case this isnt the problem, Info will be much appreciated. Thanks in advance.

Checked again for vacuum leaks and nothing so far ... took off the TB all together and used new gaskets between both the TB and the TB spacer. Checked around intake manifold with stethoscope and starting fluid and it seemed fine. Checked IAC to manifold joint and nothing as well. Took out the Idle Adjustment screw while the TB was off and it was caked in carbon dust. Cleaned it all out thoroughly and reinstalled and reset Idle followed by resetting ECU. Problem persists. Still gonna try out a new TB whenever the extra cash comes up but until then still confused.
man its kinda hard not to be there and see the car... and see the problem.. as for the IVAC man i taped the two holes up on the IM and bolted the IVAC back up and my car is running fine before crap would idle at 2000 and then go to 1500 and steady at 1200... but now my car is steady at 900...
