Only if it's out of spec. And only to factory specs. milling the head beyond the factory specs throws the timing way off which makes it a nightmare to tune. It's best to deck the block instead of milling the head too much.

Decking the block is just like milling the head, but for the block surface.

the same thing as milling a head but doing it to the block. Its done to make sure the mating surfaces are stright on.
