What are the steps to diagnose the problem.
Fuse, wiring, horn?

 

Do your brake lights work? Their on the same fuse.

Under the hood. I have a hella horn, and my old factory horn shorted out and blew the fuse.

 

First check the fuse and check the horn connector, if these ok then disconnect
the horn harness and apply 12 volt to the horn positive side and ground the negative side if the horn sounds your horn is ok. If your horn is ok prabaly your
cable reel is broken.

how much is it to replace a cable reel? my horn, cruise control stopped working i believe at the same time. do they share a certain wiring? my srs light is on too and i try to reset it but something's stopping me from doing it. i think the wiring has something to do with it. true?

Its the thing that passes through the steering wheels for the cruise, horn and airbag wiring so that when the steering wheel turns you dont yank out the wires...

If your car is old the wires might have rotted out and cracked from excessive rotation.
