the fuse fro the horn is in the fuse box next to the battery or inside the car

There should be only one fuse for the horn, if it's not under the hood then it's under the panel. Also, check the connections from your horn

I'm going on the assumption that your car has SRS based on your username....If it does, there is a possibility that your cable reel is broken. If it breaks or malfunctions, you wont have a horn. This can happen even if you don't have an SRS light on.

You will either have to buy a new cable reel (aka: clock spring) or buy a used one. Personally, Id fork out the cash to buy a new one instead of going the used route.

$100 says that your cruise control doesn't work either.
Your cable reel is jacked up. Order a new one and do a search for "cable reel" in this forum. There's a how-to floating around here somewhere.

not necessarily. My SRS light blazed for over a year (CD Player install mishap) on my 95 EX Coupe but when I ran it up under a jeep the air bags deployed just fine. I'd still check your problem ASAP. Mine was just a computer error.

My 96 is actually the 3rd car in a row I've had without a working horn. (It also happens to be my third car so I've never had a horn) I think the actual horn is busted or the wire got disconnected. My 95 had been wrecked 3 times before I had it. No wonder the horn didn't work. Plus the buttons were broke on it anyway. My first car was a 1985 Pontiac Sunbird Hatchback so uhh yeah a 20 year old GM. Of course the horn didn't work. It was amazing enough that the car ran.
