Most frustrating cel 21
Ok so i've been getting this CEL and nothing i seem to do makes it go away. I have an ls/v with a jdm 2nd gen b16a head and a p06 ecu chipped for vtec with an obd2a to obd1 stepdown. I've checked voltage and continuity in every wire, everything is as it should be and this CEL still won't go away. The only time it went away was when I disconnected the wiring harness plug "A" from the stepdown and it came back like 20 mins later but during a test drive, within those 20 mins, it hit vtec perfectly. That's why I don't think its a problem with my ecu. Now I tried unplugging the plug "A" again and it just pops up as soon as I plug it back in. I really can't think of anything else to do. I jumped the vtec solenoid to the battery and it clicks, the ohms read 17 which is still good because im pretty sure its supposed to be within 14-30.
ANY INFORMATIVE INPUT IS VERY MUCH APPRECIATED IM GOING INSANE TRYING TO FIGURE THIS OUT
edit:I have enough oil and I tried reseting the ecu and that didnt work either. Brand new vtec solenoid gasket and took apart the whole thing and cleaned it.

Have you tried another ECU? I've got a chipped and converted P06 sitting here that does exactly the same thing, will hit vtec once and then throws code 21 until you reset it. Tried a P28 I had here and it works fine. Usually it means the high side 5151S is bad (5 wire transistor)
havent tried another ecu but thats next on my list
can I just replace the transistor?
