map wire 4.6v? help why how

the signal wire going to my ecu when the map is unplugged is still reading 4.6v that's not right is it? on d19 the wire reads 4.6v

If you rea reading the signal in wie then of course it will still be a 5 volt reference.

i was told with just the key at the "on" it sould read like 1.6 with a 3 bar and 2.6 with a oem
