Default Leakdown/compression

My compression numbers are 175 across. Motor is a dohc d16a1.
Leakdown showed 5-11%. i assume this is OK, but each cylinder has oil in it, some more than others. The cylinder that has the least oil showed the least leakage, but when the tester was installed air coudl be heard from the Valve cover breather. What the hell?
Its a boosted motor, runs terrible at idle, boost guage bounces alot at lower rpms and vacuum sometimes drops down to 19 in hg, then raises back up so does the idle.
The car burns oil terribley. The worst is when revving the motor in nuetral and when downshifiting, then stomp on the gas.
Oil is found on the spark plug threads , but none on the electrode or tip.
The valve seals were just replaced but the guides were not checked.
The turbo is leaking oil, however, I think this is because of excessive crankcase pressure, not allowing the turbo to drain fully.
There is no oil in the charge piping, but some in the exhaust. this doesnt explain oil in the CYLINDERS, though.
