intake cam @tdc

help!!! for some reason my intake cam wont line up at tdc. Why or what would cause this. The exhust cam lines up perfect but the intake cam wont. How can i fix this to line up at tdc and not a few degrees off.

there is a small hole, gear side of each cam. tak off belt, line up and put an allen wrench or something through tthis hole andput belt back on..

im sorry what do you mean by hold gear, are you refering to the key?
