Intake cam?!?

Ok im putting the motor back together and I put the Cam gear on the exhaust cam and when the bolt got tight it would start turning the cam. Now I start on the intake cam, I put the cam gear on start tighting the bolt but the cam gear never moves....so I put the timming belt on and the crank is at TDC and the cam gears are lined up correctly, so I take a rachet and turn the cranck but the intake cam moved a half of turn the stopped!?!? Then the belt just started slipping. Any Ideas?
This happens a decent amount to me when assembling my engines. You need to loosen everything up, move the cam around in the journals, re-position it then torque down in sequence. For some reason the cams seem that they are seated correctly, and something binds. I just do what i stated above and try again, usually it works by the second time around.

That was the problem. I just took the cam out then readjusted it and put it back together and now it works like a charm! All I need is my manifold back from the welder and ill have my car back after three LONG months!
