Default Idle, Throttle,Throttle cable? problem.

Hey guys, I have a bit of a problem with my throttle response. When I start the car (d16z6) the RPM is up to 3200 rpm, I tap on the gas for a bit and it goes up and stays at 4000 rpm. I have to pop the hood and push the throttle, ( I think its called that but its the piece at the end of the cable trottle is connected to the spring that opens and close the throttle). It seems like its a bad spring but I'm not sure. I tried spraying w40 on it but really doesn't approve anything. Its like my throttle doesn't close. Is there anything else I could check or try to do to help me solve this problem? Any help would be great. Thanks
