Default idle speed

I just finished my motor swap into my 88 hatch(B18A1). Today was the first day we got to drive it. It was idling really low, hesitated when starting and bogged down when climbing hills. It doesn't have a muffler, but does have cat, mid-pipe and a little end section. The ecu is sending code 1 and 15 i think(it flashes 1 long then 5 short ones right after the long one,no pause.)I have looked for a screw or something to adjust the idle, but can't seem to find anything. How do you adjust it?
And I also need to know how to fix the code 15(or whatever it is). Any help would be great.
