Default Idle bounce

This is for someone else. He has a 98 itr swap into a 92 civic coupe. heres what happens according to him. If he checks the fitv by plugging the hole in the tb with his finger then the car dies. If he just tries to start the car up normally the idle will bounce a bit usually all the time. Now he said someone at work stuck a piece of toilet paper in the hole that you plug inside the tb to check the fitv and now it idles right around 900. So it would seem that the fitv has something to do with it but i am stumped. Any suggestions?

that link doesnt work. If its a link to the official like fix ur idle thread ive already looked at it. The thing that isnt making sense is when you plug the fitv holes in the tb the motor dies... when you plug those holes the bouncy idle should just just and smooth out...

Plugging the ports is only for testing for vacuum. Your not supposed to plug them both at the same time. The FITV port should only have vacuum when the engine is cold. The IACV port should have some vacuum at all times. If you plug them both your engine gets no air that is why it dies.
