is there a ignition control module on a 95 LS 1.8 non vtec?and if there is where is it located?

In the dizzy.. Its the little part that has like 5 wires going to it..

yep if you take the dizzy cap off, unscrew the screw that holds on the rotor, take off the rotor, then take off that black shrouding, then look at the coil, after you see the coil look right below it and you will see it. like said above it has 5 wires going to it.
