Ok so about 8 months ago I was messing around with my integra trying to get it running, there was no spark. So I pulled one of the plugs to touch to a ground to see if it sparked. Being an idiot, I accidentally left it out not in the spark-well. Just noticed it today. Would the spark well being left open without the piston at TDC create significant rust in the cylinder? I would think that turning it over to break off the rust, the rust particles would embed in the valve seat, so that wouldn't be a good idea? So do I really have to take my head off again to clean off the rust or is there something I can pour in there to clean off the rust and slowly rotate the motor to have it pour out the exhaust port?

Ok cool, thanks guys. I was just worried cause I had left a spare block in my garage for over a year and the cylinders rusted, so I figured just atmospheric moisture alone would cause it to rust.
Really depends, but the spark plug hole doesnt allow alot of moisture in...unlike a bare block that has 2 large holes on either end of it...where air can move freely through the cylinder. However, if it was outside in an area where "dew" builds quickly it still might be an issue. If you can turn if over by hand you should be fine though.

Well I'm in Pa, so it sat through a wicked snow filled winter, and the hurricane, and it's been raining a lot lately. I was thinking about manually turning it, but I didn't want to risk it.
I guess I will pour some oil down there, wait a day or two, then try to turn it manually.

If the car had a hood on it the whole time it was sitting then you should be fine. There is oil on the cylinder walls so it 'should' of protected it from rusting. I'd dump a cap full down in there and crank the car over either by hand or by unplugging the distributor.
get like 2 caps of oil. dump it in the affected cylinder. remove dizzy plugs like the other guys said. and crank it.
rust isnt nothing to worry about. if it was water than your would have to pop the head off so you wouldnt hydro lock.
