try adjusting the idle, it might be too high or too low

It is only doing a crazy idle intermittenly just sitting at about 1400 and thumping but then it will be fine but the code keeps coming back

There is no 'factory setting'.
Check Helms manual, and adjust is accordingly.
Since it idles at 1400rpm's in your case, it's obvious you need to tighten in. Just try to tighten it while car is running. You should notice rpm drop....

If there was a problem with your IACV, you should have been getting a P1508 code on a 99 Si. I'd recommend rechecking your code. If it is the code for the IACV, it may be an open in the circuit or other wiring problem, which replacing the IACV will not solve. Just setting the idle is not going to take away your code either.

The IACV controls your idle by changing the amount of air going through the throttle body from signals sent by the ECU.

Since you've replaced the IACV, you should try resetting the ECU. With your ignition turned off, remove the 7.5 A fuse labeled "Back up" in your under hood fuse box. After 10 seconds, reinstall it. If you are STILL getting a code after resetting your ECU, you need to troubleshoot this first before continuing on.

Are the two wires that go to the IACV supposed to be Live constant or is there a certain voltage that should be going to them so I can attempt to measure that to see if there is a electrical issue with either of them ?

With the ignition on, check for battery voltage between terminal 2 of the connector(yellow/black wire) and body ground.

I don't know about anyone else but I search for a P5060 code and I found nothing. The only code that would have to do with the IACV would be P1508. The Helm's manual tells you to first to check the voltage at the #2 IACV connector wire. You are supposed to have battery voltage (which you do)... so that part is ok.

Now you need to check for battery voltage at the ECU pin A12 (black wire w/ blue stripe) with the ignition ON. If you're not sure which connector that is, let me know, I'll show you. You should have battery voltage at that wire too. If you don't then there is an opening in that wire between the ECU and the IACV. If you do have batt. voltage, then you move on to checking if you can here the IACV click. To do this you take a jumper wire and connect one end of it to the A12 pin mentioned above and connect the other end of the jumper to pin A10 (brown wire w/ a black stripe). Turn the ignition to the ON position and connect the jumper wire several times. If you hear the valve click then it is functioning properly and the problem may lie in the ECU... (expensive sh*t).

These procedures are assuming that you have a code P1508, so check your code and make sure it's is the right one. Your problem may be related to something completely different.
