Default How to fix ignition timing?

How do I make sure my ignition timing is correct?

My distributor has to be turned and then bolted on otherwise the wires wont extend far enough to plug into the wiring harness...

So basically, instead of the flat part facing down, it faces the front of the car.

I know there has to be something has to be turned the right amount. Like that little piece inside of the head where you put the dizzy...

sorry guys i'm trying my best, lol. But yeah, can anyone tell me how to do this
