High idle when in motion, calms down at stop.
Car is a 1991 CRX with OBD-1 B18B. Stock with the exception of aftermarket intake and cat-back exhaust. Adjusted the FITV all the way in, cleaned IACV, bled cooling system, no vacuum leaks, ignition timing is dead on. Compression is even across all four cylinders. Haven't performed a leak-down test yet however.
When driving, anywhere from 5-60mph, throw it in neutral and the idle will hang around 1500-2000. Slow down to a complete stop, it will continue to stay there for roughly 5 minutes, then drop down to the normal 750rpm. The high idle only occurs when the car is moving, getting airflow. Makes me think it's cooling related. Any thoughts?

when the car is moving a high idle is normal, the ecu does that.
But the idle should come to the normal 750+- 100 pretty much as soon as the car comes to a stop.
clean out the iacv to see if it helps
