HELP:No spark no Fuel
If you're feathering the throttle and the fuel gauge bounces, I don't think this is anything abnormal. No need to send money, it's just as satisfying to know that you helped diagnose and fix a problem. So, I'll tell you everything I would do in your situation.
You said you were feathering the throttle. If you give it some more gas, almost flooring it what happens? Do the RPM's shoot up? Run more like it would under load? Does it die? Making sure that there are no abnormal sounds because you don't want your timing out of whack and start hitting valves. If nothing really happens and you're flooring it at that point, mechanical timing could be off. Post pics if you're skeptical about the timing.
Test where you get spark. Start at the plugs and work your way back. What color is the spark? If it's a little orange-ish then you have weak spark. Spark should be bright white. Test all ignition related components in the distributor. Which distributor did you buy btw? You can check if the injectors are firing with a long screwdriver. Hold it to the injectors and put your ear up to it. You should hear a constant clicking noise. Other than that, you can get a noid light for a few bucks at an auto parts store. Those test whether or not that injectors are getting the power from the ecu. Doesn't test whether they actually spray fuel. Also a minor thing that could be overlooked. Make sure your plugs are in the correct firing order.
I don't believe there is a way to monitor vacuum pressure via the s300 but I could be wrong. I would do a quick compression test just to be sure.
This is all assuming you have the correct base map on whichever ECU you're running. If I'm not mistaken, you need to be running the base map that corresponds to the head but the P72 should work in this instance.

The rpms went up when giving it gas but would die when throttle was off. I will try to be more aggressive tonight. I'll do a compression test, check the color of the spark and take pictures of the timing. I bought a B16 distributor (95 Del sol Vtec) and running the same base map on the ECU. I have tons of options to upload and thinking about trying out the 92-93 Integra GSR basemap. THANKS agian
