Default Help Needed, 92 Hatch

Have a 92 CX hatch with B16a engine, just getting it running, had a CEL for TDC sensor, fixed that. Only problem with the car is no CEL, but it is running filthy rich, you can tell on the exhaust note (and smell) that it is WAY fat, pull the plugs after couple minutes of idleing to let it warm up to put it in time, and the plugs are all black, very black. After the car warms up, it gets no better, and the other problem is no matter how far i advance the distributor, it'll never come up to the red mark on the crank pulley, it'll advance to MAYBE 6-8 degrees at most. Car has a chipped P28 ECU, brand new GS-R distributor, new map sensor, new wired in 4-wire o2 sensor. Car is currently on a set of stock SOHC vtec injectors to get it up and running with. Any help is appreciated...

And to just update on the car.... I've gone through and checked all the timing marks on crank pulley, they are all correctly in time (cam gears, crank pulley) everything lines up when #1 is brought up too TDC.
