i think your wireing is messed up to or from the vte c solinoid/ the reason the fuse is blowin is a bad wire connection / re check all wireing that was needed to got to VTEC!!!!

before you fry your ecu

Any Obd-1 vtec solenoid plug will work as a replacement (dohc/sohc).

You def. have something wrong in your wiring, most likely a short somewhere, possibly b/c of your messed up plug (could be causing short). I would fix it before you damage the ecu by putting in higher amperage fuses, and then have to pay more to replace the ecu, when i could be a cheap fix.

And the 3500 rpm rev limiter is limp home mode, its ok to temporarily drive on it to get to a phone or home. Its a safety feature so you don't f'up your engine.

Code 16 is fuel injectors malfunction/short circuit/unplugged. I am currently working on that same code for my car, but for me it only comes on at around 7800 rpms and very intermittently. I believe mine is being caused by a dirty fuel filter (haven't changed it in god knows how long. But check your to make sure you injector plugs are fastened tightly to the injector, check for breaks/cuts in injector wiring. You could have knocked somthing loose while dealing with the solenoid.

P.S. There is only one wire to the Vtec Solenoid, so its impossible for the wires to be backwards seeing how there is only one.
