Default head rebuild now have a few simple problems

i recently just had the head rebuilt on my b16 and got it put together this last past weekend, now i have a few problems. the problem i'm worried most about is my vtec isn't working. it's almost like i'm running in safe mode. the engine has plenty of power, just no vtec. i was wondering if it might have something to do with the timing with my distributor. right now it's all the advanced towards the intake side. any suggestions would be great cause i'm kinda in the dark with this one.

no check engine lights and i'm fairly sure that the oil is alright i'll have to check that. i'm doing some searching and i'm wondering if i might have a vacuum line messed up, but i can't find a diagram to help me out so i'm not sure about that.

when you put the head back on, you put the oil jets in right position?

do u have the plugs all the way in ur ecu check them to make sure that they are in tight or u can take a 12v switch or push button hook it up to the selonoid and other to a constant hot when u go down the road turn it on about 5300rpms dont turn it on at low rpms do ur car will choke if that doesn't work then u have a bad selonoid.
