have pop start the car..

Default had to pop start the car..

i have 91 civic std.. with a d16z6 and si tranny now the car wont crank over at all it has nothing i replaced the starter got it tested its perfect. now we tied a rope to a buddys car and seen if we could pop it.. it started it idles. running on 3 cylinders. check engine light code 12.. now before all this happened the car was running perfect. no cel, i drove it to work ran perfect. went to leave work nothing.. would not crank.. but now when i shut the car off after we popped it still no crankage.. any suggestion.. now i tested for power to all the circuits to the starter.. now the starter fuse has no power.. anything. i dont even know if i was checking the fuse for power correctly. does the car have to be on or just acc on..
