Remove the air intake and rotate the throttle by hand to see if there is any obvious interference. Have you checked the throttle cable for free movement as well?

If it is not something obvious, send it back.

The trottle plate wasnt sticking at all when i cleaned it. not a clue what it could be.... someone said to greese the plate.. what kind of greese should i use?

Could your throttle cable or gas pedal be sticking? Are you using the stock throttle cable and throttle rotor? Post a picture of your setup showing the cable mount and rotor.

If you ran an ITR type throttle cable mount with a GSR throttle rotor (B18C1 throttle rotor is unique), it could be causing an issue.

your throttle plate. the two screws that holds in it place, loosen those and adjust the plate and tighten it down, doesnt hurt to put alittle red loctite on there.
