Default Hard/Tight Steering

I have a 97 Honda Civic DX with 160,000 miles. It has been a great car, and has never needed any repair other than regular service. Until now...within the past 10,000 miles the steering has become very tight. (Tighter than a manual steering car) After reading a few posts, I flushed the fluid and immediately the steering was easy and normal feeling. Unfortunately, it didn't last long though and within 2 days, the steering was just as tight as it was before.
How can I determine whether this is the pump or the rack? Any other clues, suggestions?

are your tires wearing on the insides
you might have toe out problems
or your pump could be going bad
