Default GSR Brake Conversion Question

I'm working on a GSR brake swap on a 2000 Civic. Everything is hooked up and the lines are bled, however, when you turn the car on the pedal hits the floor. There is good pedal resistance until the car is turned on. I used the stock Civic master cylinder and proportioning valve. Could this be the problem? I've also bench bled and power bled the lines, and still nothing. Any help would be greatly appreciated.

the civic MC/booster blows...and could be the cuprit, but is the pedal dropping to the floor when the car is on and running? and when its running have you pumped the brakes a few times and gave the car a little test drive?

There is great resistance when the car is turned off. But once the car is turned on, the resistance is gone, even when pumping the pedal. I took it for a small test drive and nothing. I've heard both yes and no to replacing the master cylinder and proportioning valve. I'd like a definitive answer because it's really not making any sense why it isn't working.

its not the prop valve...that has little effect on the braking.

Did you bleed each caliper long enough? sounds like you might have air in the lines still. Should do each caliper till no bubbles flow out; have a clean flow of brake fluid.

This would be rare, but maybe one of calipers has a bad functioning piston.

I've bled two bottles of brake fluid through so far. I was thinking that there might be a bubble caught somewhere in the lines, but after two bottles I don't see that as the problem anymore. The pistons in the calipers could be stuck, that seems like the only logical thing.
