Default Golden Eagle head studs

I bought a set of GE head studs from Ebay for my b20 vtec setup.
I cleaned the threads well and put all studs in hand tight until they bottomed out. (im pretty sure they have bottomed out properly)

now when I look at them, they are not all at same height, is that normal???

note: I can put the head on and bolt every nut without problem...

EDIT: bloc is b20b4, head is PR3 if it matters

take them out and check them to see if there all the same length if they are then check the block to make sure there is nothing in the block stopping them from going all the way down then put them back in if they are still uneven it must be in the casting of the block and if that's the case you will be fine
