Default Gauges on dashboard aren't working

I have a 91 Honda Civic Dx and none of the gauges are working. After I get to 30 mph the speedometer stabilizes but everything else stays the same. I was wondering how much does it cost to replace or fix it? Can I easily repair it myself? I don't know much about cars other than how to replace the oil and tires. Hope to hear from someone soon!

Check gauge fuse.

Check for power to the gauge cluster, yellow, hot in run and start.

Check for ground to the gauge cluster, black. 94
